Answer
The Traffic Management (Northern Ireland) Order 2005 gives my Department the power to issue Penalty Charge Notices (PCNs) when a vehicle is detected parked on a legislated Mandatory Cycle Lane.
Going forward, my Department will also be putting in place legislation for segregated cycle tracks to ensure that parking restrictions can be enforced.
Vehicles causing obstruction by parking on Advisory Cycle Lanes or Footway Cycle Tracks, where no parking restrictions are marked on the carriageway, are a matter for the PSNI.
My Department continues to work with various stakeholders to encourage parking compliance across the road network and would urge all drivers to 'think before they park’, to park responsibly and legally, and to consider the potential negative impact of their actions on all other road users.
