AQW 23295/17-22 Written question to the Minister of Health
To ask the Minister of Health to outline his Department’s advice, as of 27 September 2021, on whether there should currently be a scheme providing for vaccine and/or proof of negative test certification to enter indoor venues for events involving large gatherings; and whether such a scheme should be (i) legally enforceable, i.e. made mandatory in Regulations, or (ii) placed only in public health guidance.

Answer
I am on record as having requesting colleagues on the Executive to frame policy in relation to the domestic use of COVID vaccination certification since April 2021.
The application of entry restrictions to public or private venues and events will have significant resource implications for several Executive Departments. Therefore I will continue to seek to understand the issues through discussion at the Executive, before considering making a recommendation on the matter.
