Answer
In May 2023, my Department formally adopted The Belfast Local Development Plan 2035 (LDP), Plan Strategy 2035 and this Strategy has become the principal consideration when determining planning applications for development in Belfast.
Policy TRAN 7 “Access to protected routes”, within the Strategy sets out the planning policy in relation to access to protected routes in the Belfast City Council area.

My Department has published a Protected Routes map identifying roads throughout Northern Ireland which have been established as Protected Routes and their associated classifications. The A55 is classified as “Dual carriageway, Ring Road, Through-Pass and By-Pass” in some locations with others classified in the category “Other Protected Routes”
