Answer

The Strategic Investment Board (SIB) has a statutory role to advise bodies carrying out major investment projects on the delivery of such projects. SIB does this by providing research, consultancy, advisory and other services and general assistance. SIB also has a statutory role to advise the Executive in relation to the formulation and implementation of its programme of major investment projects. This is discharged primarily through the Investment Strategy, and examination of systemic issues, such as the root causes of delays.

Ultimately responsibility for ensuring value for money on specific projects rests with individual departments.
