Answer
You will be aware that my Department is facing unprecedented funding challenges and in recognition of this I’m seeking approval to defer the operational date of the Hospital Parking Charges Act for 2 years. This would enable charging to continue and safeguard some £6m income which is currently used to partially fund the expenditure associated with the operational upkeep and management of car parks. Without this deferral, the costs will need to be met by reductions to other expenditure areas within Health with the corresponding impact on services.
I have said before that difficult choices will need to be made in the face of the financial position and once a budget is confirmed I may need to consider other measures to support our severely constrained funding position.
